His Excellency, Rt. Hon. Francis Ogbonna Nwifuru, has governed Ebonyi State with unwavering dedication to the People’s Charter of Needs, a visionary blueprint guiding his administration. As the administration marks its second anniversary on May 29, 2025, Ebonyi State has witnessed unprecedented progress across key sectors including education, healthcare, security, infrastructure, and the economy.

Education: Investing in the Future
Governor Nwifuru has repositioned education as a catalyst for long-term development. In a landmark initiative, over 200 Ebonyians have been sponsored for Master’s and PhD programs at top universities in the UK, while more than 500 students benefit from scholarships in Nigerian institutions.
The government strengthened foundational education by equipping the State Secondary Education Board and UBEB with skilled personnel, increasing subventions to state-owned universities from ₦150 million to ₦250 million, and allocating ₦700 million to settle obligations in tertiary institutions.
In contrast to national trends of tuition hikes, Ebonyi State implemented a 10% tuition reduction, alongside a 20% salary increase for academic staff and 10% for non-academic staff. New institutions such as the Aeronautic University and the University of ICT in Oferekpe have been established, attracting national academic interest and boosting the state’s intellectual capital.

Healthcare: Restoring Confidence and Accessibility
Prior to 2023, Ebonyi’s healthcare sector faced severe challenges. Today, Governor Nwifuru’s administration has dramatically reversed this trend by recruiting medical professionals, distributing ambulances, and providing over ₦10 billion worth of medical equipment.
Specialist hospitals equipped with modern diagnostic tools—including CT scanners—now serve all zones, while rural communities enjoy improved access to primary healthcare. Newly employed medical professionals received SUV vehicles to enhance their mobility and morale.

Governor Nwifuru inherited a challenging security landscape marred by violent non-state actors. Through strategic interventions, the Ebonyi State Internal Security and Neighbourhood Watch was revitalized and equipped with vehicles and surveillance technology. These efforts were mirrored with support to the Nigeria Police Force and Civil Defense Corps.
The installation of streetlights across urban and rural communities has significantly improved nighttime visibility and deterred criminal activity, restoring safety and enabling business growth.

Ebonyi’s infrastructure is undergoing a massive overhaul, with over 700 kilometers of roads under construction using durable concrete technology. Notable completions include the Ogbaga Road and the airport runway, both fully asphalted. Each community is benefiting from 2 kilometers of road to boost local connectivity.
A flagship project, the Vanco Junction Tunnel and Flyover, is poised to become one of Nigeria’s most iconic infrastructural landmarks.

For years, Ebonyians struggled with access to clean water. The Nwifuru administration has commissioned the Eziulo Water Scheme, now functional and providing water four times a week. The vandalized Oferekpe Water Scheme has been rehabilitated, while the Ojuju Hill, CAS, and Isiagu projects are being revived, bringing clean water closer to every household.

Economic Diversification and Industrial Growth
Governor Nwifuru’s economic strategy is focused on self-sufficiency and job creation. The Umuayara Recycling Plant is converting waste into economic value, the Fertilizer Plant supports regional agriculture, and the Ebonyi Pipe Production Company and State Hatchery are being revived to promote local production.
The construction of a new feed mill factory further underlines the government’s commitment to agribusiness and food security.

Upon assuming office, the governor inherited over ₦5 billion in unpaid pensions and gratuities dating back to 1996. He promptly established a verification committee, chaired by Prof. Mrs. Hadley Idike, and cleared all outstanding arrears. Grateful retirees nicknamed him “Oji alert agwo oria” (The one who sends alerts and cures sickness).
To prevent future delays, the governor introduced an automated system that processes gratuity payments three months before retirement. This ensures prompt and dignified exit for retiring civil servants.
Civil servants received a ₦150,000 bonus and a bag of rice in December 2024, while a verification exercise is underway to ensure prompt pension payments for local government retirees and UBEB teachers.

In 2024, the Ministry of Human Capital Development and Commerce & Industry conducted a nationwide profiling of Ebonyi indigenes for job creation initiatives. Each of the 300 selected participants received ₦3 million and skill-based training to support self-reliance.
In agriculture, the state procured modern equipment, trained over 300 Ebonyians in Enugu in master crafts, and granted ₦3 million each to support agricultural enterprises. Regular subventions and grants continue to incentivize farmers and boost food production.

Traditional Institutions and Cultural Heritage
The governor is currently constructing 67 ultramodern palace-duplexes—one in each community—for the traditional rulers in Ebonyi State, reinforcing the dignity and relevance of the state’s royal institutions.
