PREAMBLE

We, the members and leadership of the United Igbo Elders Council (UNIEC) Worldwide, acting in our collective responsibility as custodians of wisdom, guardians of justice, and advocates of national harmony, do hereby issue this solemn proclamation to the Nigerian nation and to all peoples who share in the destiny of our federation.

Recognizing the historic foundations of Nigeria as a union of diverse peoples and cultures bound together by a shared aspiration for peace, prosperity, and mutual respect;

Mindful of the growing national consensus that the present constitutional arrangement requires sincere and thoughtful reform in order to strengthen equity, efficiency, and sustainable development;

And acknowledging the constructive reflections recently expressed by Chief Damian Okeke (Ogene Nanka), former National Vice-President of Ohanaeze Ndigbo Worldwide, regarding the imperative of restructuring the Nigerian federation;

NOW THEREFORE, WE HEREBY DECLARE:

1. That the restructuring of Nigeria represents a legitimate and necessary pathway toward the strengthening of true federalism, national stability, and inclusive development.

2. That restructuring is not a call for division but a call for justice, balance, and a more effective federal structure capable of harnessing the vast potential of all regions of the country.

3. That a restructured federation will encourage responsible governance, fiscal discipline, regional productivity, and healthy competition among the federating units for the collective advancement of the Nigerian nation.

4. That the Igbo nation, through its enterprise, industry, and peaceful coexistence across Nigeria, remains deeply committed to the unity, prosperity, and progress of the Federal Republic of Nigeria.

5. That national leaders, institutions, and citizens are encouraged to embrace sincere dialogue, constitutional reform, and democratic consensus in order to build a more just and balanced federation.

CALL TO NATIONAL CONSCIENCE

The United Igbo Elders Council (UNIEC) Worldwide therefore respectfully calls upon the leadership of the Federal Republic of Nigeria—including the Executive, the National Assembly, state governments, traditional institutions, and civil society—to initiate and sustain a constructive national process that will lead to meaningful constitutional restructuring for the benefit of present and future generations.

In unity, wisdom, and statesmanship, we affirm that a just federation remains the strongest foundation for enduring national peace and prosperity.
